BIN QUTAB FOUNDATION (BQF)
Founded in 2007, is a non-profit, tax-exempt organization registered under Section 42 of the Companies Ordinance, 1984 (Reg. No. 0061555). As the CSR initiative of Bin Qutab Group (an Overseas Pakistani Business Family, a natives of Village Bhubhar, Chakwal), BQF is dedicated to rural healthcare, education, women empowerment, and skill development, fostering lasting social impact through strategic collaborations. Mission
We aim to restore hopes of the under-privileged rural population in the health sector by providing equitable access to health care services by providing solutions to patients through high quality and highly responsive health care mechanism; a mechanism that is run through volunteer community participation, support of corporate sector philanthropic contributions and collaboration with the public sector as well as Natives of the Area. Where health care projects and programmes of Health, Education and Livelihood are established.
Vision
Rural Healthcare Access: To build a 200-bed multi-specialty hospital delivering quality primary and secondary care under one roof.
Health & IT Education: To equip rural youth with health and IT skills through diploma and nursing colleges for sustainable livelihoods.
Mobile Medical Care: To treat patients in remote areas through doorstep healthcare services, leaving no one behind.
In 1980, when my beloved mother passed away due to the absence of timely and adequate medical care in our rural region, a deep pain took root in my heart. At that time, there was no proper hospital in our area—no emergency response, no specialist care, no structured system to serve the poor with dignity. That moment was not only a personal loss; it was the beginning of a lifelong commitment. I resolved that one day, if Allah granted me the means, I would build a hospital in my native village so that no mother, no child, and no family would suffer helplessly due to lack of healthcare.
Years of struggle, business discipline, and the philosophy of “Earn to Give” strengthened that resolve. In 2007, when I felt capable of carrying this responsibility, we established the Bin Qutab Foundation. What began as a vision rooted in pain has today transformed, by the grace of Allah and with the support of friends, well-wishers, and the corporate sector, into a living institution of service.
Today, Begum Noor Memorial Hospital stands proudly in Village Bhubhar, Chakwal as a 100-bed multi-specialty hospital, serving thousands of patients annually. By the end of 2026, we are expanding to 200 beds to meet the rapidly growing demand. The hospital provides comprehensive secondary-level healthcare services under one roof, including:
A 24-bed dialysis center operating in two shifts
Fully functional surgical theatres
General surgery, urology, ENT, orthopedics, ophthalmology, and C-section services
Emergency and critical care services
Diagnostic and laboratory facilities
For many rural families, this hospital is not just a building—it is hope, dignity, and access to life-saving treatment close to home.
However, we firmly believe that healthcare alone cannot transform a community unless livelihood opportunities accompany it. Therefore, alongside the hospital, we have established structured education and training programs to empower local youth.
Our two-year diploma programs in medical technologies and allied health sciences are already operational, with third-year extensions and degree pathways now being introduced. We are in the process of launching full-fledged degree programs, including a Nursing College, to address the severe shortage of trained human resources in Pakistan’s healthcare sector. There is an urgent national need for nurses, technicians, and paramedical staff—and rural youth deserve the opportunity to fill this gap with dignity and professional growth.
Our IT College is complete and admissions are underway, ensuring that our youth are not left behind in the digital age. Through these institutions, we are creating a cycle of healthcare, education, and livelihood—right in the heart of rural Pakistan.
Through our mobile healthcare initiative, Dastak Shifa Tak, we are now reaching patients at their doorsteps, extending our services to surrounding villages and underserved populations.
As we expand from 100 to 200 beds, we are upgrading infrastructure, increasing ward capacity, enhancing critical care facilities, and requiring advanced medical equipment and ambulances. The demand is real. The need is urgent. And the responsibility is collective.
I take this opportunity to sincerely thank the individuals, overseas Pakistanis, and corporate partners who have stood beside us. Their trust has enabled us to reach this stage. Yet, the journey ahead is even larger. We are actively reaching out to the corporate sector, institutions, and philanthropists to join us in this next phase of expansion and upgradation.
In parallel, we are preparing to launch an Islamic Microfinance Corporation, for which government approval has been granted. Upon completion of documentation and compliance formalities, this initiative will provide ethical financial access to underserved families—strengthening livelihood, entrepreneurship, and economic resilience in our region.
Our mission is simple but profound:
To build institutions that outlive us.
To serve without discrimination.
To restore dignity where there was deprivation.
And to ensure that rural Pakistan rises with strength, skill, and self-reliance.
What began as a son’s promise to his mother has become a community’s shared movement. With your continued support, we will expand further, serve better, and leave behind a legacy of sustainable rural transformation.
